Although Wikipedia’s Manual of Style generally discourages the use of non-sovereign subnational flags (per MOS:FLAGRELEVANCE and MOS:NONSOVEREIGN), there are certain contexts where such flags are considered appropriate.
One such context is international beauty pageants (e.g. Miss Universe, Miss World), where regions like Puerto Rico, Curaçao, Hong Kong, or Guam participate as distinct and officially recognized entities. In these cases, each territory fields its own representative, separate from the sovereign state it may be affiliated with. Therefore, using their respective regional flags is both relevant and informative.
This differs from contexts where flags of subnational regions (such as states or provinces) are used without necessity or international significance. In beauty pageants, the flag visually identifies the delegation and reflects how the organization treats the region — as an individual participant on the world stage.
