I am facing this issue right now: I am replacing the gas burning heating system in my house with a heat-pump. The house has floor heating system. So while everything if fine and rosey for the winter usage to warm up the house, the canton has told me that I had to disable the the reverse mode, i.e. the cooling function! So in winter, using electricity to warm up the house is good, but in summer it is forbidden to use electricity to cool it down! The only path forward is to have an energy expert certify that at least 70% of the energy requirements for the heat-pump in summer cam be produced by the solar panels in the house....
