Yes! after more research I’ve learned that it is in fact a cutleaf ground cherry. 

I’d say it is most likely just scud, based on the video you posted there seems to be little to no rotation. There also seems to be no debris or connected lowering from the mother cloud. Still very cool!

If you could tell me what time it was seen  I would be able to get you a better answer!
