Because the piss poor "comedy" pales in comparison to actual toon force characters like Tom and Jerry and the Looney Tunes. All he does is repeat the SAME damn eye popping gag a thousand fucking times. Like yeah they'd do that in Tom and Jerry but they'd also mix it up and do other things too not just the same damn gag over and over, or they'll do things like having their entire skin rip off along with their eyes or some shit... But Oda/Toei does not have a firm grasp on the pacing/comedic timing you need to pull this off. He's basically just a wannabe Bugs Bunny.
I don't think ppl realize what made Dragon Ball so special. It was more than just the fact that it was popular, but it literally introduced a whole generation into anime. People who've never heard of anime before became DBZ fans and that was their gateway into other series. JJK is popular but everyone who's ever heard of it also knew of other anime and was most likely already a fan. No anime will ever be able to do what DBZ did simply because it came out at just the right time and place. Anime is mainstream now BECAUSE of Dragon Ball.
