Well you can technically create a page for someone, well but if that person having an influences on the media,in shorts are they famous or not,if yes then you can or even turn it into an Article!, well except if you mean create a article or just a page for them,in article you can’t,if they are not famous,but in user page you can only create them for yourself,in simplify you can create a page or an article for a famous person but can only create a user page for you but not others! By click on the search bar on Wikipedia and type “User:” then your Wikipedia name,or click on your name next to the bell icon then click “User page”, it’s show you that there’s no user page that created yet, and you just writing whatever you want introduce yourself, and click publish your page! Being a mentor on Wikipedia requires quite a bit of experience, as well as fluent English skills, and unfortunately I don't think you quite have enough yet - you have just under 700 edits, and most mentors would be expected to have several thousand.

I tell you that as an administrator — it's not at all a good idea to split the discussion over several pages. It's very important that you reply at ANI and take responsibility for the the criticisms people are making there. For instance, for the untrue things you say on your userpage. You state there that you're a native speaker of a whole lot of languages, including English. That is not possible to believe, I'm afraid. And you say you're 20 years old and have visited 37 countries - really? And you used to say that you had a PhD and a BSc - but when I pointed out on ANI how unlikely that was, at 20 years of age, you just now removed it! These are all things that you need to explain.
