Request reason:

Caught by a colocation web host block but this host or IP is not a web host. My IP address is 216.66.28.88. I believe I have been blocked in error. I read through the "How To Fix It" recommendations and attempted that which applied (changed networks), which did not work. The others do not apply as I do not use a VPN or proxy. Ok, good, thanks. It doesn't look like there's any sensible way I can cut this rangeblock to avoid hitting just your ISP, so I'll give you WP:IPBE. However, that won't work to fix your problem, since the block here is just mirroring another globally set block. You'll also need to ask for global IPBE.
