Welcome to Wikipedia. I am a fairly active helper at the help desk. Each of us is a volunteer who takes on whatever tasks we choose to do. Danglerofhell, if you'll try clicking some of the links (the blue text) in the messages you were left above, you'll find all the information you need to understand the process. There is a set of criteria that an article must satisfy to be listed as a Good Article; if you believe an article meets that standard, you can nominate it for review by an uninvolved editor, who will assess it against those criteria and give feedback. If the reviewer comes to agree that the article meets the criteria, then the article passes the review and is promoted to Good Article status. The reason left by Doric Loon was: This topic is not sufficiently notable for inclusion in Wikipedia. The comment the reviewer left was: Sorry, but after being declined and reworked twice, this draft still has not reached the stage of establishing notability. Given that a mainspace article which presumably had simiar content was deleted on GNG grounds last year, I think we are at the end of the road with this. I recommend trying again in five years if the subject's career blossoms in the meantime. Otherwise, forget it.
