Inconsistent redirects re: "University of California, Berkeley" vs "UC Berkeley" categories

For categories related to the University of California, Berkeley (a.k.a. UC Berkeley) there are a lot of what are essentially duplicate categories: one grouping that refers to "University of California, Berkeley" and a separate but similar grouping that refers to just "UC Berkeley". In many cases there are redirects on the UC Berkeley category pages that redirect to the University of California, Berkeley Category. But sometimes it's the opposite situation.

Is there a way to address this inconsistency?

Is there an acceptable way to address this inconsistency? I'm not sure why the overlapping categories were created, and maybe there's a reason why they were never consolidated/merged into just 1 way of naming the university, but this makes it harder to decide which one is the "right" category to use when adding categories to articles.
