Definition: Scots or Scottish Highlanders

Lowland Scots have a more Anglo-Saxon ethnicity than Highlanders, so we understand. So is the simple statement in the Definition section of the article, that all Scots are Celts correct? Certainly those who applied the term in the 19th century were differentiating between Highlanders and Lowlanders. That would suggest that the definition should say "Highland Scots" not "Scots".
