Classic status?

"It had reached classic status and sold over a million copies. It is also said to be one of the best mixtapes put out in 2006."

Exactly what does "classic status" mean? Who decides what classic status is? And to say that it is one of the best mixtapes of 2006...well, I've heard that myself and I believe it to be true, but that statement needs citation.
