There is no consensus about usage of such format on countries flags, as all countries in the world uses same file format. There is consensus about that. Also Pantone color format from web file cannot be transfered into HTML colors directly, as used in the files in Wikipedia. Such was already discussed. Wikipedia uses color equality among flags.)
