TransEd Partners is a Canadian public‑private partnership (P3) consortium responsible for the design, construction, financing, operations and long‑term maintenance of the first stage of the Valley Line Southeast light rail transit (LRT) project in Edmonton, Alberta. The partnership was formed to deliver one of the city’s largest modern transit expansions and oversees the system under a 30‑year contract with the City of Edmonton.[1]

History and Formation

The City of Edmonton selected TransEd Partners to deliver the first phase of the Valley Line LRT following a competitive 18‑month procurement process, evaluating proposals on experience in design, construction, operations, maintenance and financing. Consortium Members

TransEd Partners is composed of major infrastructure and finance firms:[1]

  • Bechtel, an international engineering, construction and project management company.
  • EllisDon, a Canadian construction services firm.
  • Alstom (including the business formerly known as Bombardier Transportation Canada following its 2021 acquisition by Alstom), a multinational transportation company supplying rail vehicles and systems.
  • Fengate Capital Management Ltd., an infrastructure investment firm.

The consortium also draws on expertise from engineering and consulting specialists such as Arup Canada and IBI Group.

Project Delivery

The first phase of the Valley Line Southeast opened for passenger service on November 4, 2023. The project features 11 street‑level stops along approximately 13 kilometres of track connecting Mill Woods to central Edmonton.[2]

Alstom, as part of the consortium, played a major role in providing vehicles and system integration for the LRT, supplying Canadian‑built low‑floor light rail vehicles and contributing to operations and maintenance.[2]

Operations and Maintenance
