IndiaAI Mission is a flagship initiative of the Government of India aimed at establishing a comprehensive national ecosystem for artificial intelligence (AI) development, innovation, and adoption. Launched to position India as a global leader in AI while ensuring its benefits reach all sections of society, the mission emphasizes "Making AI in India and Making AI Work for India." It focuses on democratizing access to AI resources, fostering indigenous capabilities, supporting startups, building talent, and promoting responsible and ethical AI practices.

The mission was approved by the Union Cabinet on 7 March 2024 with a total outlay of 10,371.92 crore (US$1.1 billion) (approximately US$1.25 billion) over five years (2024–2029). It is implemented by the IndiaAI Independent Business Division (IBD) under the Digital India Corporation (DIC) of the Ministry of Electronics and Information Technology (MeitY).

As of mid-2026, the mission has made notable progress, particularly in expanding compute capacity beyond initial targets, advancing skilling initiatives, and hosting global events like the India AI Impact Summit 2026.

Background and history

India's engagement with AI policy dates back to the 2018 National Strategy for Artificial Intelligence (#AIForAll), which highlighted the potential of AI for inclusive growth. The INDIAai portal, the national AI portal, was launched earlier in 2020 as a knowledge repository.

The IndiaAI Mission builds on these foundations, addressing key gaps such as limited access to high-end computational resources, data availability, talent development, and indigenous model development in a rapidly evolving global AI landscape dominated by a few players. It aligns with broader national goals like Viksit Bharat (Developed India) by 2047, leveraging AI for sectors including healthcare, agriculture, education, governance, and climate resilience.

The mission operates through public-private partnerships (PPP) and emphasizes frugal, sovereign, and scalable AI solutions suited to India's context, including multilingual capabilities and low-resource environments.

Objectives

The primary objectives include:

  • Democratizing access to high-performance AI compute and quality datasets.
  • Developing indigenous foundational models and domain-specific AI solutions.
  • Building a robust AI talent pool, especially in Tier-2 and Tier-3 cities.
  • Supporting AI startups with risk capital and fostering industry collaboration.
  • Promoting socially impactful AI applications for national priorities.
  • Ensuring safe, trusted, and ethical AI development and deployment.

Seven pillars

The mission is structured around seven interconnected pillars:

IndiaAI Compute Capacity

This pillar focuses on building a scalable AI computing ecosystem with over 10,000 GPUs (initial target) through PPPs to provide affordable access to startups, researchers, and academia. As of early 2026, capacity had expanded significantly to around 34,000–38,000 GPUs from empanelled providers, with subsidized rates reportedly about one-third of market prices. An AI Compute Portal facilitates access.

IndiaAI Innovation Centre

Aims to develop and deploy indigenous Large Multimodal Models (LMMs) and domain-specific foundational models trained on Indian data and languages. It supports research in areas aligned with national needs.

IndiaAI Datasets Platform (AIKosh)

Establishes a unified hub for high-quality, non-personal datasets, models, and AI sandboxes to spur innovation. It addresses data quality and accessibility challenges.

IndiaAI Application Development Initiative

Focuses on developing, scaling, and promoting AI solutions for India-specific challenges in sectors like healthcare, agriculture, education, governance, disaster management, and climate change. Initiatives include hackathons (e.g., on cybersecurity and mineral targeting).

IndiaAI FutureSkills

Expands AI education at undergraduate, postgraduate, and PhD levels. It involves setting up Data and AI Labs in Tier-2 and Tier-3 cities and broader skilling programs to build an AI-ready workforce.

IndiaAI Startup Financing

Provides risk capital and streamlined funding to accelerate deep-tech AI startups at various stages.

Safe & Trusted AI

Promotes responsible AI through governance frameworks, tools, checklists, standards, and an IndiaAI Safety Institute. It includes guidelines released in 2025 emphasizing a light-touch, innovation-friendly approach with risk-based measures.

Implementation and progress

Implementation is led by MeitY with contributions from various stakeholders. Key achievements include:

  • Substantial scaling of compute infrastructure beyond the 10,000 GPU target.
  • Multiple hackathons and application development projects.
  • Partnerships with global and domestic entities (e.g., Microsoft, Intel).
  • Hosting of the India AI Impact Summit 2026 in New Delhi (February 2026), the first such global AI summit in the Global South, inaugurated by Prime Minister Narendra Modi.
  • Release of AI Governance Guidelines and white papers on topics like indigenous foundation models and infrastructure democratization.

Funding disbursement has been noted in parliamentary replies, with a focus on compute subsidies supporting indigenous model development. Challenges include execution pace relative to ambitious targets.

Global context and international collaboration

The mission positions India within global AI discussions, including the Global Partnership on AI (GPAI). India has engaged in multilateral forums, emphasizing inclusive AI for the Global South. The 2026 summit highlighted themes of responsible AI, compute access, and collaboration.

India ranks highly in AI skills penetration and developer contributions (e.g., leading in GitHub AI projects), providing a strong foundation.

Impact and future outlook

It complements initiatives like the India Semiconductor Mission and National Quantum Mission.
