Extended city

@~2026-28467-08: I don't think saying "extended city" is appropriate here, the written statement just uses "Greater Norwich Council" for the council (though the letter does use "Greater Norwich City Council") and the city status might well be given to a new parish if the current area is parished as "Norwich" or the city status might end up with charter trustees. @~2026-28467-08: but the same reference also uses the name without "City" so given that we don't know what will happen with the city status I think we should leave it out until we at least get legislation saying what will happen with the city status.
